The Vice Special Effects top coats are packed with glitters, but quite sheer so I wouldn't wear them without a lipstick. I tried with a few different lipstick formulas, and they performed better over matte liquid lipsticks, lip pencils and matte lipsticks (such as MAC Retro Matte and Urban Decay Mega Matte).
I find that the glitters blend too much in the lipstick if the formula is too emollient (creamy or glossy finishes). You can still do it, but the finish will be less sparkly.
The finish is different for each shade, and only 3 of them are duochrome : Ritual (turquoise with a violet shift), Monarchy (indigo with a fuchsia shift) and Reverb (pink with a greenish gold shift).
All the shades look amazing on top of dark lipsticks! (Scroll down to see the swatches)
But some of these colors have a translucent grey base (Circuit, Ritual, Monarchy and Reverb), so they add a grey tint over beige or nude lipsticks.
Left to right : 3rd Degree, Litter, Fever, Copycat and Bruja.
Litter is the only shade that has a completely clear base, you can apply it over any lipstick and it won't alter its color.
By the way, Litter feels a bit gritty on my lips. I can't really feel the glitters in the other shades, though. I noticed that the formula tingles a little bit at first, but it subsides once the product is fully dry.

The colors are gorgeous and I love how the glitters stay put until I decide to wash it off, the glitters don't migrate around my mouth. It's less messy than using glitters in loose form!

I think the Vice Special Effects lip top coats are pretty cool!
They feel a bit drying on the lips though, therefore they are best for a night out or a photoshoot. I wouldn't wear glittery lips on a regular day anyway so that's fine for me.
